TO ACHIEVE THE GOALS OF THE NATIONAL VISION 2050, IT IS CRUCIAL TO UNDERSTAND THAT THE NATION NEEDS MORE THAN OUR LEGAL EXPERTISE” – ATTORNEY GENERAL
The Attorney General, Hon. Hamza S. Johari, has officially opened the third Bespoke Training for State Attorneys, emphasizing that reaching the country's development goals will require more than just traditional legal knowledge.
Organized and coordinated by the Office of the Attorney General, the three-day training commenced on July 15, 2026, and is scheduled to conclude on July 17, 2026, at the Arusha International Conference Centre (AICC) in Arusha.
Hon. Johari urged State Attorneys to ensure they robustly uphold the Rule of Law in their respective areas of jurisdiction, while properly advising the Government to adhere to the law in order to achieve the goals of the National Vision 2050.
"I would like to use this opportunity to remind all participants that as we move towards achieving the goals of the National Vision 2050, it is crucial to understand that the nation needs more than our legal expertise," the Attorney General stated.
Furthermore, Hon. Johari reminded the State Attorneys to recognize their pivotal role in implementing the National Vision 2050. He explained that the success of the Vision highly depends on the capacity of State Attorneys, as well as having legal frameworks that align with the rapid pace of development and ongoing changes both locally and globally.
"It is our belief that this Vision will be implemented to its intended standard through excellent laws, robust policies, productive contracts, and superior legal governance frameworks, alongside institutions capable of translating development goals into tangible results for the benefit of the entire nation," the AG added.
In another development, the Attorney General urged State Attorneys to embrace technology, noting that it has significantly transformed the delivery of legal services—including the use of Artificial Intelligence (AI) and the presentation of electronic evidence.
"The technological revolution has dramatically changed how legal services are delivered in the country and across the globe. Under these circumstances, State Attorneys and Legal Officers can no longer perform their duties using outdated, business-as-usual methods," Hon. Johari cautioned.
He also demanded that State Attorneys perform their duties with the highest levels of integrity, professionalism, accountability, patriotism, and discipline to ensure they provide high-quality, productive advice and negotiate beneficial contracts for the nation.
"Citizens expect to see public resources fiercely protected. They expect to see laws utilized as a tool for development to achieve the goals of the National Vision 2050," he remarked.
The AG called on the participants to utilize the training as a valuable platform for learning, sharing experiences, networking, and devising practical solutions to the challenges they face.
During the session, the retired Governor of the Bank of Tanzania (BOT), Prof. Florens Luoga, delivered a presentation on "The Strategic Role of State Attorneys in Achieving National Vision 2050." He highlighted the critical role that State Attorneys play in proposing legal reforms necessary for meeting the country's long-term goals.
"A State Attorney has a massive role in contributing to national development and protecting national interests because the legal advice they provide acts as a catalyst for economic transformation," Prof. Luoga noted.
Earlier, while welcoming the Chief Guest, the Chief Parliamentary Draftsman, Mr. Onorius Njole, thanked the Attorney General for enabling the facilitation of this crucial training, which he noted would bring positive transformation in how State Attorneys execute their daily mandates.
Welcoming the participants, the Director of Coordination and Legal Services, Ms. Neema Ringo, explained that the training will help State Attorneys gain diverse experience across various legal spectrums, adding that highly skilled facilitators will present on various topics during the program.
The third season of the Bespoke Training for State Attorneys, which runs from July 15 to July 17, 2026, in Arusha, is expected to equip participants with critical legal and economic insights from both national and international experts.
