THE ATTORNEY GENERAL URGES STRENGTHENING OF AVIATION LAWS TO MATCH TECHNOLOGICAL ADVANCEMENT
The Attorney General of the United Republic of Tanzania, Hon. Hamza S. Johari, has emphasized the critical importance of recognizing major technological transformations that have led to the increased use of Artificial Intelligence (AI), Unmanned Aerial Vehicles (Drones), digital systems, and the rising threats of cybersecurity.
The Attorney General made these remarks on February 25, 2026, while serving as the Guest of Honor at the opening of a three-day workshop on Aviation Laws and Regulations. The event, held in Dar es Salaam from February 25 to 27, 2026, was organized by the Tanzania Civil Aviation Authority (TCAA) in collaboration with the International Civil Aviation Organization (ICAO).
Hon. Johari noted that while modern technologies offer immense opportunities for innovation and efficiency, they also present complex legal and ethical dilemmas.
"While these technologies open up great opportunities for innovation and efficiency, they also raise difficult legal and ethical questions. It is essential for the country to rethink how we draft, manage, and enforce aviation laws," stated the Attorney General.
Hon. Johari explained that aviation plays a vital role in connecting people, markets, and cultures, thereby stimulating economic growth, trade, and tourism. He stressed, however, that these benefits depend on a robust and coordinated system of international aviation laws.
The Attorney General urged workshop participants to conduct an in-depth review of aviation legal content. He specifically called on nations that have not yet ratified international aviation conventions to do so and incorporate them into their domestic legislation.
Earlier, the Director General of the Tanzania Civil Aviation Authority, Mr. Salim Msangi, noted that the workshop provides a unique platform for legal experts to understand various international conventions. He highlighted that this understanding is key to making aviation laws enforceable and fostering the growth of the industry.
"We are using this meeting as an opportunity to understand various international aviation treaties, as these agreements will enable us to improve and grow the aviation sector in the country," said Mr. Msangi.
The workshop on Aviation Laws and Regulations involves approximately 150 participants from various nations across the globe. It serves as a strategic forum for harmonizing regional laws with global standards over its three-day duration in Dar es Salaam.
