The Chief Parliamentary Draftsman, Mr. Onorius Njole, has officially opened a specialized training program on the Finance Act for State Attorneys across the country. The training took place on July 30, 2026, in Dodoma, with widespread virtual participation from State Attorneys representing various public institutions nationwide.

The Finance Act training for State Attorneys was jointly coordinated by the Office of the Attorney General and the Office of the Chief Parliamentary Draftsman, featuring facilitators from the Office of the Chief Parliamentary Draftsman and the Ministry of Finance.

Speaking during the opening ceremony, the Chief Parliamentary Draftsman highlighted that the Finance Act serves as a vital pillar in executing the National Budget. Consequently, State Attorneys play a crucial role in analyzing, drafting, and ensuring its provisions satisfy both legal and economic requirements.

"This training aims to guide State Attorneys so that you can fully understand your role throughout the drafting and finalization process of this critical law for the nation's economy," stated the Chief Parliamentary Draftsman.

Mr. Njole noted that the sessions are designed to build the technical capacity of the attorneys regarding annual tax and financial amendments incorporated into the Finance Act, thereby enhancing efficiency during the legislative drafting process.

Additionally, he explained that the program would focus on thoroughly examining the role of State Attorneys in formulating the Finance Act, as well as providing a comprehensive understanding of the legal framework governing the implementation of the main National Budget.

"Through this training, we will establish a shared understanding of the responsibilities of State Attorneys both during the enactment and the implementation phases of the Finance Act," the Chief Parliamentary Draftsman added.

Furthermore, Mr. Njole emphasized that participants would gain deep insights into the benefits and objectives behind various amendments made within the Finance Act, which will significantly support them in carrying out their daily duties.

Earlier, while welcoming the Chief Parliamentary Draftsman, the Acting Director of Negotiation, Contract Management, and Dispute Resolution, Mr. Edson Mweyunge, urged the participants to actively engage in the various sessions delivered by the facilitators to derive maximum value for their day-to-day responsibilities.

The facilitators presented on key areas including the Drafting of the Finance Act, Key Highlights of the Finance Act 2026, The Role of the State Attorney in the Finance Act, Implementation of the Finance Act, and the Execution of the National Budget through Subsidiary Legislation.

The training is expected to inject new momentum and efficiency into the work of State Attorneys as they draft laws, provide sound legal advice to public institutions, and continue to strengthen the rule of law in the country.
