State Attorneys Complete Foundation Training for CP3P Certification.

The Deputy Attorney General, Hon. Samwel M. Maneno, has officially closed the initial phase of the Certified Public-Private Partnerships Professional (CP3P) training program. This program, part of the APMG PPP Certification Program, was provided to State Attorneys within the Office of the Attorney General (OAG) to enhance their skills and grant them international accreditation in Public-Private Partnership (PPP) projects.

The APMG PPP Certification Program (CP3P) is a global innovation fostered by leading multilateral institutions, including the Asian Development Bank (ADB), the European Bank for Reconstruction and Development (EBRD), the Inter-American Development Bank (IDB), the Islamic Development Bank (IsDB), the Multilateral Investment Fund (MIF), and the World Bank Group (WBG).

Speaking at the conclusion of the session, the Deputy Attorney General emphasized that the training aims to upskill OAG attorneys to strengthen the performance of partnerships in the country, aligning them with the implementation of Vision 2050.

“Graduating and passing all three levels of this training is a clear testament and credential of these Attorneys' capability to handle PPP projects at international standards. With this expertise, they will be able to provide sound legal advice during project preparation—particularly in drafting various documents, including PPP contracts—thereby ensuring that Public-Private Partnerships are productive and achieve their intended goals,” stated the Deputy Attorney General.

Furthermore, Hon. Maneno explained that the training is vital for both the State Attorneys and the public at large, especially as the government officially embarks on the implementation of Vision 2050 to attract investment and partnerships in various development projects.

“Through this accreditation and training, we believe that the contribution of the OAG and the Government’s capacity to process, procure, and manage PPP projects in the country will be significantly strengthened,” he added.

On behalf of the participants, State Attorney Ms. Mwamini expressed her gratitude to the leadership of the Office of the Attorney General for facilitating the program. She noted that the certification would allow the graduates to be recognized by the international community as PPP experts, enhancing their skills in contract vetting and supporting the execution of Vision 2050.

This training is part of the ongoing strategic initiatives by the Office of the Attorney General to ensure its staff continuously advance their professional skills to better fulfill their mandates.
