MAMA SAMIA’S DOCTRINE O LAW BOOK TO BOOST SOCIO-ECONOMIC REFORMS

The Government has stated that laws should be utilized as tools for national development, as the quality of a law is measured by its results in improving citizens' lives, attracting investment, strengthening good governance, and stimulating economic growth.

These remarks were made by the Second Vice President of the Revolutionary Government of Zanzibar, Hon. Hemed Suleiman Abdullah, who represented the Minister of Finance of the United Republic of Tanzania, Hon. Dr. Mwigulu Lameck Nchemba, at the launch of the book Mama Samia's Legal Philosophy. The event was held at the University of Dar es Salaam (UDSM) New Library Auditorium on July 10, 2026.

Additionally, Hon. Abdullah commended the Attorney General, Hon. Hamza S. Johari, for conceptualizing the book titled "The Mama Samia Doctrine of Law: Its Implementation in Economic and Social Reforms."

“I would like to extend my heartfelt congratulations to the Attorney General, Hon. Hamza Said Johari, for coming up with this vital idea to prepare this book. Hon. Hamza Johari, I highly commend you for this excellent work,” said the Second Vice President.

Hon. Abdullah explained that the book, prepared under the coordination of the Tanzania Public Bar Association (TPBA), captures numerous milestones achieved under the leadership of President Dr. Samia Suluhu Hassan, including major reforms and improvements within the legal sector.

The Second Vice President also used the opportunity to urge Tanzanians to continue maintaining peace and solidarity across the country, emphasizing that without peace, there can be no sustainable development or economic growth.


The Deputy Minister for Constitutional and Legal Affairs, Hon. Zainab Katimba, congratulated the Attorney General and Patron of theTanzania Public Bar Association (TPBA), Hon. Hamza S. Johari, on the launch of the book, noting that it will significantly contribute to improving various aspects within the legal sector.

Speaking at the event, the President of the Tanzania Public Bar Association, Advocate Bavoo Junus, revealed that the idea to write the book was conceived on June 21, 2025, during the National Legal Symposium, after the Attorney General, Hon. Hamza S. Johari, proposed the compilation of a publication analyzing the role of law in development.

He noted that the book was named after President Dr. Samia Suluhu Hassan due to how her administration has consistently implemented the 4Rs philosophy—Reconciliation, Resilience, Reforms, and Rebuilding—which has brought about massive transformations across various sectors, particularly the legal sector.

On his part, the Vice-Chancellor of the University of Dar es Salaam, Professor William-Andey Lazaro Anangisye, stated that the launch of the book demonstrates how the Sixth Phase Government values knowledge, research, and academic publications as tools for national development.


The launch of the Mama Samia's Legal Philosophy book marks a continuation of efforts to improve access to various legal services. The publication is expected to become an essential reference for the Government, universities, researchers, lawyers, the private sector, and other stakeholders in advancing discussions on the role of law as the foundation for socio-economic development in the country.
