"LAW HAS VALUE ONLY WHEN IT CHANGES PEOPLE'S LIVES" – ATTORNEY GENERAL

The Attorney General, Hon. Hamza S. Johari, has stated that laws should be utilized as tools to accelerate socio-economic development by unlocking opportunities, enhancing accountability, attracting investment, increasing government revenue, and improving education and health.

The Attorney General made these remarks during the launch of a new book titled "Mama Samia's Legal Philosophy: Its Implementation in Economic and Social Reforms." The event, coordinated by the Tanzania Public Bar Association (TPBA), took place at the University of Dar es Salaam Library Auditorium on July 10, 2026.

The Attorney General emphasized that the value of any law is measured by its capacity to improve citizens' lives, attract investment, strengthen accountability, and enhance efficiency in public service delivery.

Furthermore, the Attorney General explained that the idea to write the book stemmed from a deep reflection on the role of law in driving development. The authors sought to answer critical questions regarding how legal amendments, policy shifts, and institutional reforms have contributed to positive outcomes in the economy and social welfare.

"This book was not written merely to praise the achievements made, but rather as an academic analytical work that uses evidence, data, and official documents to examine whether the legal and policy reforms undertaken since March 2021 demonstrate a framework that can be understood, measured, and debated academically," said Hon. Attorney General.

Hon. Johari clarified that the main objective was to shift the debate from generalized statements to scientific evidence by looking at the actual impact of legal and policy reforms on citizens.

The Attorney General also noted that the book highlights a new paradigm during the Sixth Phase Government, characterized by using laws, policies, institutions, and implementation systems to foster reconciliation, investment, transparency, justice, quality service delivery, and citizen development.

"That is why we felt it was vital to document this approach so it can serve as a reference for policymakers, academics, researchers, and other stakeholders who wish to understand the role of law in national development," he said.

The Attorney General stated that, in accordance with the constitutional mandate of the Office of the Attorney General, legal advice should not be limited to mere statutory interpretation. Instead, it must guide the Government in making decisions that protect national interests, mitigate conflicts, attract investment, and improve public service delivery.

“Good laws must be clear, logical, enforceable, and predictable, while providing a friendly environment for economic growth and strengthening public institutions,” the Attorney General stated.

In another development, the Attorney General asserted that the Office of the Attorney General will continue to oversee the quality of legislative drafting, government contract management, the adoption of digital systems in legal services, and capacity building for state attorneys to match changing economic, technological, and international landscapes.

“Law is only valuable when it improves people's lives, attracts investment, increases government revenue, improves education and health, expands access to energy, protects personal data, and reduces conflicts,” said the Attorney General.

Similarly, the Attorney General commended the President of the United Republic of Tanzania, Hon. Dr. Samia Suluhu Hassan, for her leadership, which has been a catalyst for national development.

“I would like to take this opportunity to express my profound gratitude to the President, Hon. Dr. Samia Suluhu Hassan, for her continued leadership geared towards reconciliation, reform, prosperity, and development,” the Attorney General expressed.

Alongside this, Hon. Johari congratulated and thanked the authors, reviewers, editors, the Tanzania Public Bar Association, the Ministry of Constitutional and Legal Affairs, the University of Dar es Salaam, and all stakeholders who made the publication of the book a reality.

The book, Mama Samia's Legal Philosophy, is envisioned to be a vital reference for the Government, academics, researchers, lawyers, the private sector, and other stakeholders in advancing discussions on the role of law as a pillar for socio-economic development in the country.
