The Deputy Minister for Constitutional and Legal Affairs, Hon. Zainab A. Katimba, has stated that the Government has high expectations for State Attorneys in executing numerous strategic projects that will enable the nation to implement and achieve the National Development Vision 2050.
Hon. Katimba made the remarks while officiating as the chief guest during the closing ceremony of the third season of the Bespoke Training for State Attorneys, held in Arusha from July 15 to 17, 2026.
According to Hon. Katimba, the Government expects to have State Attorneys who possess foresight, think strategically, utilize the law as a tool for development, and ensure that every government decision strengthens the economy, protects national interests, and enhances public confidence in public institutions.
"We need State Attorneys who will ensure that every contract protects the national interest, maximizes value for public funds, prevents disputes, and contributes to the sustainable development of our country," said Hon. Katimba.
Furthermore, the Deputy Minister urged the State Attorneys to apply the knowledge acquired to continuously improve their performance. This includes providing legal advice, vetting and managing contracts, handling cases, strengthening collaboration with other Government institutions, and contributing effectively to the implementation of development projects.
"I have great faith that those of you here today will be part of that generation of State Attorneys who will enable Tanzania to achieve the high expectations of the National Development Vision 2050," she added.
Speaking while welcoming the chief guest, the Deputy Attorney General, Hon. Samwel M. Maneno, stated that the State Attorneys had the opportunity to discuss and learn about various strategic issues aimed at strengthening their role in contributing to the realization of the National Vision 2050.
"We believe that the knowledge and skills gained through this training will enable State Attorneys to discharge their duties with greater professionalism, creativity, and efficiency in protecting and defending the interests of the United Republic of Tanzania," Hon. Maneno said.
The Deputy Attorney General further explained that the Bespoke Training for State Attorneys focused on key areas, including, Management of strategic negotiations and contracts, Dispute resolution, Public-Private Partnerships (PPP), Legal risk management and the application of Artificial Intelligence (AI) in the legal profession.
Hon. Maneno used the opportunity to emphasize that State Attorneys must adhere to the directives issued by H.E. Dr. Samia Suluhu Hassan, President of the United Republic of Tanzania, during the opening of the Tanzania Public Bar Association (TPBA) Annual General Meeting for the year 2026, in their day-to-day duties.
He urged the State Attorneys to continue reading and deeply reflecting on the "Mama Samia Doctrine of Law" to understand the leadership vision and national development agenda. He also called on them to increase speed and efficiency in processing legal matters—particularly in vetting and drafting contracts—without compromising quality and while strictly adhering to laws, regulations, guidelines, and national interests.
Hon. Maneno noted that the theme of the 2026 Bespoke Training, "Repositioning State Attorneys for Strategic Legal Leadership in Realizing Tanzania Development Vision 2050," serves as a constant reminder of their duty to advance professionally. This ensures they remain a vital pillar in upholding the rule of law, safeguarding public resources, and providing legal counsel that drives the sustainable development of the nation.
The 3-day Bespoke Training 2026, held from July 15 to 17, 2026, in Arusha City, brought together State Attorneys from Ministries, Independent Departments, Government Agencies, as well as Regional Secretariats and Local Government Authorities (RS & LGAs).
