“A GREAT PROFESSIONAL ASSOCIATION IS ONE THAT HELPS THE GOVERNMENT ACHIEVE ITS GOALS” – ATTORNEY GENERAL


The Attorney General and Patron of the Tanzania Public Bar Association (TPBA), Hon. Hamza S. Johari, has stated that the association will continue to execute its responsibilities by assisting the Government in achieving its various set goals.

Hon. Johari made the remarks during the opening of the TPBA Annual General Meeting in Arusha on July 13, 2026.

The Attorney General noted that the association has steadily grown and strengthened, becoming a vital platform for, exchanging professional experiences, building capacity among its members, reinforcing professional ethics, fostering cooperation among public lawyers serving across various public institutions.

“A great professional association is one that helps the Government achieve its goals, rather than shaking or destabilizing it,” said the Attorney General.Objectives of the Meeting and Key Milestones

Explaining the objectives of the meeting, the Attorney General stated that the forum provides an opportunity for members to discuss association matters, review the development of the legal sector at large, and conduct elections for TPBA leaders.

Furthermore, Hon. Johari highlighted that among many other milestones, the association successfully launched the book titled “Mama Samia Doctrine of Law.” This publication details how various reforms within the Legal Sector have driven socio-economic development.

He explained that the book outlines the trajectory of the Sixth Phase Government in utilizing laws, policies, institutions, and implementation frameworks to foster an environment of, Reconciliation and transparency, Investment and public service and Justice and citizen-centered development.

“This trajectory was not confined to a single sector. It is evident in tax and revenue, investment, energy, land, ICT, tourism, education, legal aid, social security, good governance, PPPs, and many other areas,” noted Hon. Johari.

In another development, the Attorney General emphasized that the Office of the Attorney General holds the constitutional duty to advise the Government on legal matters, contracts, lawmaking, statutory interpretation, and safeguarding the public interest.

“Legal advice is most valuable when it assists the Government in making decisions that protect national interests, foster development, mitigate conflicts, attract investment, and enable citizens to access timely justice and quality services.”

He added that achieving the National Development Vision 2050 requires robust laws aligned with the country's vision and economic dynamics. To this end, the Office of the Attorney General is actively executing directives from the President of the United Republic of Tanzania to align various laws with Vision 2050.

Hon. Johari assured that the AG's Office will continue to coordinate and collaborate with all stakeholders to improve legislation, oversee timely access to justice, strengthen legal advisory services, manage contracts, and ensure that the law remains an instrument for development.

The Attorney General extended his profound gratitude to the President of the United Republic of Tanzania, H.E. Dr. Samia Suluhu Hassan, for her continuous efforts to improve working environments within the Legal Sector, particularly within the Office of the Attorney General.

“Your Excellency, we continue to thank you for how you steadily improve the working environment of the Office of the Attorney General. We truly appreciate it; our working conditions have been immensely enhanced,” said Hon. Johari.

The TPBA Annual General Meeting, officially opened today by President Dr. Samia Suluhu Hassan, is a two-day event running from July 13 to 14, 2026. The meeting is guided by the theme: “Justice, Duty, and the Rule of Law are the Foundation for the Implementation of the National Development Vision 2050.”
