Hon. Hamza Saidi Johari is the Attorney General of the United Republic of Tanzania from August, 2024. He has a vast and long experience for over 20 years in contract negotiations, air and space law, law of the sea, maritime and regulatory laws. 

He holds Bachelor of Laws (LL. B) and Master of Laws (LL.M) in International Law from University of Kiev in the Republic of Ukraine and holds a certificate of Leadership and Management from Administrative Staff College of India. He has attended various professional training and published several papers in Contract negotiations, Aviation and Airspace Law, Law of the sea and Maritime Law.

 He was the Chairman of the International Civil Air Navigation Services Organization (CANSO) for African Region and a member of CANSO Executive Committee for six years and a Chairman of CANSO Legal Committee. He was the Chairman of SADC Aviation Committee and the Chairman of East African Community Civil Aviation Safety and Security agency (CASSOA).

He is a member of the Judicial Service Commission, Chairman of the Reconciliators, Negotiators, Mediators and Arbitrators Accreditation Panel, Chairman of the Government Legal Team, Member of the National Investment Steering Committee and Member of the Advocates’ Committee. He also served as a Chartered Member of the International Chartered Institute of Logistics and Transport (CILT) incorporated by the Royal Charter 1929 (United Kingdom), Life Member, Administrative Staff College of India and member of Institute of Directors in Tanzania.

Hon. Hamza Saidi Johari has worked as a Director General at Tanzania Civil Aviation Authority for nine years enforcing Civil Aviation Act, Chapter 80 of the Laws. He has been a visiting Lecturer at the University of Dar es Salaam, Mzumbe University and University of Alexandria (Egypt) in International Law of the Sea and International Law of Carriage (Land, Air and Sea). 

He has been involved in negotiations of several Government projects on sea ports, aviation and international boarder disputes as the Chairman of the Government Negotiations Teams (GNT) and Member of various National Task Force and Steering Committees as follows:

1. Member of the National Task Force Team on the Boundary dispute between United Republic of Tanzania and Republic of Malawi
2. Member of the National Task Force Team on the Boundary dispute between United Republic of Tanzania and Republic of Burundi
3. Member of the National Task Force Team on the Boundary dispute between United Republic of Tanzania and Republic of Uganda
4. Engaged as an expert for legal opinion by the Government of Japan on the dispute between Japan and China over Senkaku Island
5. Lead Negotiator of the Government Team on Bilateral Air Services Agreements between United Republic of Tanzania and United States of America, Canada, United Kingdom, France, Italy, Spain, China, Russia, United Arab Emirates, Germany, Netherlands, South Africa, Oman, South Korea, Morocco and Kenya
6. Chairman of the Government Negotiation Team on the revision of Concession Agreement between Tanzania Ports Authority and Tanzania International Container Terminal Services (TICTS)
7. Chairman of the Government Negotiation Team on the revision of Share Holders Agreement and other Commercial Transactions between the Government and PUMA Energy
8. Chairman of the Government Negotiation Team on the revision of Share Holders Agreement between the Government and TIPPER
